BAMENDA 1 COUNCIL BIRTH CERTIFICATION

Birth Declaration

Declaration of birth is to be within 30 days by health establishment personnel and an additional 60 days for a child’s parents from the day the child was born. Notwithstanding the 2011 law extends to 90 days maximum the extinguishing of which the state counsel gets involve. After 6 months, a birth may be registered only by virtue of a declaratory judgement from a competent Court of First Instance

Instructions to follow

  • Application for different children must be submitted separately;
  • Ensure that application files have all required information and documents;
  • Incomplete applications shall be rejected.
  • When application is submitted, ensure that acknowledgement of receipt is given;
  • If one parent is not a Cameroonian, he or she must obtain authorization for registration of a child;
  • Documents required vary based on the child’s birth status

Information required for a birth certification


  • Childs Name
  • Sex
  • Date of Birth of the child
  • Place of Birth
  • Parents name and address
  • Nationality of both parents
  • Occupation of both parents
  • Dates of Birth of both parents
  • Details of witnesses at birth (the attending physician, midwife, birth attendant or other witnesses)

Documents required for birth certification


  • Proof 0f Birth (Hospital Registration Certificate or Birth Certificate from local authorities where the child’s parent(s) live)
  • Identification cards like baptism certificate and a notification issued by the village executive officers
  • A request letter to the Mayor from parent(s) (for applicants who live abroad)
  • Proof of Cameroon nationality of parent(s) (Cameroonian national identity cards, Valid Passport or Birth certificate).
  • Two (2) passport-size photographs of the child, with white background;
  • Copies of parent(s) national identity cards, passport or birth certificate;
  • Proof of parent(s) residency status;

To obtain birth certificates for children born out of wedlock registration must be done in the civil registration office and a court declaration must be issued. In order for application to be accepted: –


    • The mother must give her consent and it must be in presence of two (2) witnesses;
    • Before issuance of birth certificate, court declaration must be signed by the father, the mother, witnesses, and the Mayor
    • And in cases where one of the parents is a minor, his or her consent has to be given by father, mother or guardian. In this case Consents can be given verbally before the Mayor or in writing.

Importance of obtaining a birth certificate


1. A birth certificate is visible evidence of recognition of the existence of a child as a member of society by governments legal.

2. It gives proof of name and relationship with parents and state.

3. A birth certificate determines the nationality of a child,

4. A birth certificate proves age;

5. Data is used in the planning processes of the country;

6. Data is also used to determine population ratios, for instance gender and age ratios;

7. People are easily identified for basic services;

8. Provides a right to live in Cameroon and enjoy public benefits and services.

9. A birth certificate also informs of a person’s affiliation (illegitimate, recognized, adopted or legitimate child).

10. Recognition of children born out of wedlock


Under the 2011 law, sanctions are provided for, against any person who though bound to declare birth and, for no legitimate reason fails to do so, or makes false or inaccurate declaration. He or she shall be punished with imprisonment for from 1 t0 3 months and with a fine of from CFAF 2,000 to 25,000.
